- military, serving under contract for more than three years and having citizenship of the country, which included in the USSR;
- disabled (pensioners / disabled) from the country that was part of the USSR registered on the territory of the Russian Federation at the time of 2002;
- citizens of Belarus;
- veterans of the Great Patriotic War, which are registered in Russia;
- persons in marriage with a citizen (citizen) of the Russian Federation;
- refugees who are registered with the FMS and living in Russia for more than a year.
A child who has not achieved adulthood acquires citizenship if he is born in the territory of a given country, as a result of reception along with his parents.
