The legislation of the Russian Federation provides for the following fines:
- 1500-3000 rub. – for citizens;
- 10,000-20,000 rub. – for officials;
- 50,000-200,000 rub. - for legal entities.
If a special fire safety regime is introduced, fines increase to 3-4 thousand rubles. for citizens, up to 15-25 thousand rubles. for officials and up to 150-250 thousand for legal entities. Please note that these penalties are applied only for violation of fire safety rules in the forest, if the fire did not cause any harm to nature and did not lead to more serious consequences.
For a fire caused by a fire (and a small one - no casualties), barbecue lovers will have to part with 5 thousand rubles, officials and legal entities - 50 thousand rubles. and 500 thousand - 1 million rubles. respectively.

The main advantages are the good location of the place (not far from the metro), the opportunity to gather in a large group (fortunately, the platforms are wide) and the presence of gazebos nearby (they will save you from sudden rain). The disadvantages are the periodic disappearance of barbecues (it’s better to take them with you), huge competition for these sites and the danger of evening mosquito attacks.

Serebryany Bor
This popular holiday destination, located in the west of Moscow, is famous for its good ecology and picturesque landscapes. Every year, the number of picnic areas and gazebos on the territory of the forest increases (this year there are already more than two dozen), perfect for grilling kebabs and with all the necessary infrastructure - tables and benches, barbecues and trash cans, as well as dry closets nearby.
However, the influx of holidaymakers is also growing here. Therefore, finding a place to relax is becoming an increasingly difficult task. To take advantage of the free sites with the best views (for example, of Bottomless Lake), you will most likely have to come here early in the morning. An option for those who are not economical is paid VIP tents and gazebos.

Pokrovskoye-Streshnevo

In short, an excellent option for those who are willing to endure some inconveniences (walking distance to their destination from the metro, mosquitoes, lack of a variety of entertainment and attractions, a small number of toilets) in order to isolate themselves from the bustle of the city.
How to get there: The park is located close (about two kilometers on foot) from the Yugo-Zapadnaya and Konkovo metro stations.
Setun River Valley
The largest nature reserve in Moscow (area about 700 hectares) invites everyone to barbecue. In the valley there are several cozy picnic points with gazebos, bins and toilets, tables and benches. You should look for them at the beginning of Starovolynskaya Street, on Kremenchugskaya, Dorogobuzhskaya and Nezhinskaya streets. It’s better to take your grill with you so as not to waste time looking for rare local grilling equipment.
In addition to having a picnic, here you can comfortably walk or ride a bike along the long, spacious alleys, admiring the views of the Moscow River. Or relax with the whole family. There are several playgrounds and sports grounds for children in the valley.
How to get there: It will take about half an hour to get to the picnic areas by bus, either from the blue metro line (from the Slavyansky Boulevard or Kuntsevskaya stations on buses No. 11 or 104), or from the red line (from the Yugo-Zapadnaya or Universitet stations) on buses No. 103, 130, 187, 260 or 630).
Tsaritsyno
The picnic area in these places is located at a considerable distance from the well-known Tsaritsyno estate and the park area around it. How to get there: Tsaritsyno metro station, then a half hour ride by bus No. 151 to the 3rd Radialnaya Street stop and on foot, following the directions according to the signs.
Altufyevo
In the very north of Moscow, on the territory of the Lianozovsky tree nursery (in the area of Leskova and Melikhovskaya streets), there are also several picnic points. In general, there should be enough space for everyone in Izmailovo, because there are not so many vacationers. Another convenience is parking nearby (on Chechulina Street and on the Main Alley). Among the disadvantages is the abundance of garbage, which is not always removed on time.

Khimki Forest Park
In the Khimki Forest Park, barbecue lovers will find more than a dozen picnic areas with all the necessary things for a feast - benches, tables and barbecues. The points are located near Levoberezhnaya and Dybenko streets. Some of them have gazebos that will protect you from rain or scorching sun. There are also trash cans here, but, unfortunately, there are not enough toilets. Overall, it’s a pleasant time here - the area is cleared of garbage, there are beautiful landscapes and interesting walking routes. And most importantly, there are not so many people.
How to get there: The place is located 2-3 kilometers from the Rechnoy Vokzal metro station.
Moskvoretsky Park
There are about two dozen picnic areas here, but finding them is not so easy. Some are located near Isakovsky Street, others are further away, in the forest area. Additional landmarks when searching are Odintsovo embankment and the Cape of Clean Bay. The points have barbecues and tables with benches. If desired, you can find trash cans and bio-toilets here. There should be enough space for everyone, and there is also where to walk and what to see.

In addition to the most popular barbecue places in the city described above, you can go for a picnic outside the Moscow Ring Road. Here, vacationers can choose from several picturesque areas with all the conditions necessary for preparing barbecue - Kuzminsky, Kosinsky, Khlebnikovsky, Mitinsky and Kryukovsky forest parks, the Skhodnya River Valley, Butovsky Park... Picnic areas have not just one table and a bench, but several at once. The only problem is that these places where you can grill kebabs in Moscow are occupied from the very early morning. And there are few picnic spots. If we count that there are more than 10 million people in the capital, even if half of them go to the countryside or somewhere else, then it turns out that one address is designed for almost 20-odd thousand people. This is where you involuntarily ask yourself the question: is it worth going to the park and looking for that same picnic spot, or organizing an unauthorized outdoor recreation with roasting meat at your own peril and risk?
This photo was taken last year in the Pokrovskoye-Streshnevo park. In the photo, a large friendly company is grilling kebabs on 6-7 barbecues. We all see that this is not at a picnic point. The park is patrolled by police officers and inspectors, but this group spent almost 4 hours relaxing in nature. There was smoke around their sitting area and the smell of meat was delicious. Don’t think, I’m not trying to encourage anyone to violate the Code of Administrative Offenses of the city of Moscow, and I’m not suggesting going to any park to barbecue in the wrong place. I am not advocating this in any way. Let me emphasize once again that special places have been organized for this purpose, where, without breaking the law, you can have a picnic in the capital and barbecue.

A new barbecue season will open very soon: spring is the traditional period for city dwellers to venture into nature. Before a picnic, you need to check whether it is even possible to fry meat on a grill within the city, in a forest or shelterbelt. If last year the “barbecue ban” was specifically adopted taking into account the World Cup, then this year too, the possibility of making fires and unauthorized barbecues is not provided everywhere. There are certain restrictions in this regard in federal and local laws.
We’ll tell you in more detail where you can grill kebabs in 2019, what regulations regulate the lighting of fire, and what liability is provided for non-compliance with fire safety rules.
Legislative regulation of the issue
The legislation regulating fire safety in the Russian Federation consists of a whole system of regulations, of which 69-FZ “On Fire Safety”, adopted back in 1994, is fundamental. According to Part 1 of Art. 2 of this law, local regulations regulating fire safety issues can be adopted at the level of constituent entities of the Russian Federation and municipalities.
At the federal level, there is another important regulatory act - 123-FZ “Technical Regulations on Fire Safety Requirements”, but most of the specific requirements are concentrated in the “Fire Regulations in the Russian Federation” approved by the Government Decree, as well as other by-laws, for example, in the Government Decree No. 417 “On approval of Fire Safety Rules in Forests.”
Federal legislation does not directly indicate where barbecue cannot be grilled and where it is permitted; it also does not contain the term “barbecue”; there are only general prohibitions regarding the lighting of fires.
Most of the specific fire safety regulations on the rules and places for making fires are contained in regional legislation.
Where can't you fry?
The ban on barbecue in a summer cottage is a certain generalization; it is not in federal legislation. At the local level, a special fire regime may be introduced on the basis of the law of a constituent entity of the Russian Federation for a certain period of time (usually in the summer), which will prohibit the lighting of fires, including on the territory of privately owned land plots.
Places where fires cannot be lit, according to the Fire Regulations:
- fire distances between houses, other structures, as well as buildings used for warehouses, for parking vehicles and building houses (clause 74);
- on public lands of settlements. At the same time, it is indicated that local governments can establish places where making fires is permitted or ways of burning garbage, grass and leaves (clause 74);
- in places closer than 50 meters from protected objects (paragraph 77);
- in the margins (paragraph 218);
- within the boundaries of the allotment and roadside strips of roads and railways, security zones of railways, overpasses and product pipelines (clause 283).
Consequently, the barbecue ban in 2019 automatically includes such potential barbecue places as a balcony, the roof of a residential building and its yard, spaces between houses, green areas in the city, and garages.
In addition, according to clause 8 of the Fire Safety Rules, it is prohibited to make fires in forests during the period between the melting of the snow cover and the establishment of stable rainy weather in the fall:
- in young coniferous trees;
- on burnt areas;
- in areas of damaged forest;
- on cutting sites that have not been cleared of tree residues and harvested raw materials;
- in places where there is dried grass;
- under the treetops.
The same paragraph establishes where you can make fires and, accordingly, fry kebabs in the forests. This is allowed in other places (not listed in paragraph 8 of the Rules) on sites separated by a fire-fighting mineralized strip at least half a meter wide. A mineralized strip here means a strip that has been cleared of the mineral layer of soil.
Ban on barbecue in Moscow, St. Petersburg and other regions
To obtain accurate information about where in the city you can grill kebabs, you should refer to the current regulations of a particular subject of the Russian Federation.
Thus, the capital’s government regularly imposes a ban on barbecues in Moscow in the summer, while special places in parks are allocated for the installation of barbecues. In regional legislation, barbecues are called “devices for cooking dishes on coals.” You can find out about the location of the places where you can barbecue in Moscow in 2019 from park administration employees, at the help desk, or using your navigator.
Similar rules apply in St. Petersburg - barbecues can only be used within equipped areas, and for lighting a fire in unauthorized places you can receive a fine of up to 5,000 rubles. (see Article 31 of the city law “On Administrative Offences...”).
Local bans can also be total, that is, the regional government has the right to ban the lighting of fires in forests, on private land, including in parks.
A striking example was the complete ban on barbecue in the Nizhny Novgorod region during the 2018 FIFA World Cup. This measure was recommended by the Commission for the Prevention and Elimination of Emergency Situations and Fire Safety, so a special fire regime was introduced. The government of the Nizhny Novgorod region, by resolution No. 284 dated April 24, 2018, implemented this recommendation; in the region it was prohibited to use devices for cooking on coals “on forest lands and adjacent territories, as well as on land plots adjacent to agricultural lands.”
Responsibility
According to Art. 8.32 of the Code of Administrative Offenses of the Russian Federation, violation of fire safety requirements in forests is punishable by a fine, its amount for individuals is from 1,500 to 3,000 rubles, for legal entities and officials the amount is much higher - from 50,000 to 200,000 and from 10,000 to 20,000 rubles, respectively. A violation committed during the period of the special regime (Part 3 of Article 8.32) will entail an even greater increase in the fine:
- for citizens: 4,000 - 5,000 rubles;
- for officials: 20,000 – 40,000 rubles;
- for legal entities: 300,000 – 500,000 rubles.
Violation of fire safety rules not in forests in accordance with Art. 20.4 of the Code of Administrative Offenses of the Russian Federation also entails a fine:
- for citizens: 2,000 - 3,000 rubles (controlling authorities may limit themselves to a warning);
- for officials: 6,000 – 15,000 rubles;
- for legal entities: 150,000 – 200,000 rubles.
If violations are committed during the period of the special regime, the fine will be:
- for citizens: 2,000 - 4,000 rubles;
- for officials: 15,000 – 35,000 rubles;
- for legal entities: 200,000 – 400,000 rubles.
A number of regions have their own codes of administrative responsibility, so the amount of fines should also be checked against them. In addition to punishment for failure to comply with fire safety rules, you can receive a resolution for violating the rules for landscaping.
