According to the author of this initiative, Sergei Boyarsky, in the event of long flight delays, smoking citizens have to break the law and smoke in toilets.


The most popular among violators, the parliamentarian says, are mother and child rooms and rooms for people with disabilities.

Banning smoking in public places is certainly the right decision, but it is impossible to force a person to quit smoking overnight. Therefore, in my opinion, it would be better to return smoking areas at airports and train stations.

With the introduction of the federal law “On the Smoking Ban”, significant changes have occurred in the lives of people who cannot imagine themselves without a cigarette. State Duma deputies have greatly limited the possibility of smoking. Now, for the pleasure of taking a drag on a cigarette in any public place, you will have to pay an impressive amount that will weigh on your budget. The ban also applies to smoking on board aircraft and in airport buildings. For violation of the anti-tobacco law, which was adopted on February 23, 2013 by deputies of the State Duma of the Russian Federation, citizens will have to pay a certain amount:

  • Individuals preparing for a flight will have to pay from 500 to 1,500 rubles.
  • The fine for smoking at the airport for representatives of transport companies will be disproportionately larger. If police officers discover a violation of Federal Law No. 15-FZ dated February 23, 2013, in the airport building itself, representatives of the organization will pay a fine of 100 to 150 thousand rubles.
  • As for officials who were in the performance of their official duties and through negligence or inattention allowed smoking at the airport, they will also be fined. The fine will range from 30 to 50 thousand rubles.

After the publication of the law “On the Smoking Ban,” the heads of Russian airports began en masse to close specially equipped smoking rooms. Many leaders have already spoken out against the sensational and controversial anti-tobacco law and the complete ban on “smoking rooms” at airports, but the situation has remained unchanged. According to Mikhail Vasilenko, who holds the position of General Director of Sheremetyevo Airport, the closure of special premises forces people to smoke in places that are not at all intended for this. Therefore, a real threat is created to the well-being of non-smoking citizens, including pensioners and young children.

Is it possible to circumvent the law?

Usually smokers do not even think about giving up their habit. They “smoke” in the toilet, mother and child rest room, and other rooms. After the adoption of the law prohibiting smoking in public places, the burning question of whether smoking in and around the airport building has not lost its relevance for many citizens. People are so accustomed to comfortable and cozy smoking rooms that they cannot get used to the idea of ​​being deprived of this.

Travelers awaiting their flight do not want to settle for little. They do not want to replace their usual cigarettes with nicotine inhalers, chewing gum and tablets. Such people are convinced that it is possible to smoke in the toilet of any airport as long as no one is there. You just need to be careful and not get caught.

To detect cases of smoking and violations of federal law, there are a sufficient number of special smoke detectors in the premises of airports and air terminals. Such devices provide high fire safety and operate immediately if there is smoke in the room.

At airports, modern, compact tobacco smoke detectors are installed in every room, including changing rooms and toilets.

Identification of smokers who violate the established law is carried out by employees of the line department of internal affairs. They are on duty at the airport around the clock. Their task is to detect smokers in a timely manner. In the restrooms of airport terminal buildings there are information signs about the ban on smoking, so if you are caught there, you will not be able to excuse yourself by not knowing about the ban.

The law is interpreted ambiguously. Sometimes smokers have questions about where smoking is allowed at the airport and how to bypass the restrictions.

In fact, you can safely smoke regular and electronic cigarettes at the airport, provided that this is done at a distance of more than 15 meters from the entrance to a specific passenger terminal building.

Transport company employees will organize special smoking areas. They are located a short distance from the entrance to the airport building and are equipped with all the necessary attributes.

In almost all countries of the world it is prohibited to smoke in public places; cigarette smoke can be inhaled no closer than 15 meters from the entrance to any public place. And if the distance is shorter, you will have to fork out a couple of thousand rubles, but this is nothing compared to fines in other countries.

For the pleasure of smoking a cigarette at London airport you will have to pay 50 pounds; in Greece you can be fined up to 10 thousand euros. And in the United Arab Emirates, a nicotine lover will face a fine of 190 thousand euros and criminal liability with imprisonment.

You can smoke for free only in strictly designated areas - smoking rooms at the airport or transit zone. Alternatively, there will be a smoking area with an appropriate sign in the open air near the entrance.

There are smoking rooms in almost all major airports in the world, with the exception of Strasbourg, Cancun, Heathrow, Tegel Airport in Berlin and airports in Croatia. Smoking areas can be different: from a small transparent hutch with a hood and filters to luxurious oases with a bar, tables and fountains among flowering gardens.

In general, now it will be good for both ours and yours: they want to allow smoking at airports again. The corresponding bill has been submitted to the State Duma.

“Based on ... analysis and four years of practice, the proposed measure to create designated smoking areas currently appears to be more effective in protecting non-smoking visitors and airport employees than the existing ineffective ban,” the explanatory note to the bill says. In this regard, it is proposed to expand the list of exceptions provided for in the law “On protecting the health of citizens from the effects of environmental tobacco smoke and the consequences of tobacco consumption,” where smoking is allowed by decision of the owner, “airport areas intended for the presence of registered passengers, airport employees and airlines.” .

The purpose of the ban on smoking rooms in 2013 was to protect citizens at the airport from exposure to tobacco smoke, plus the idea was that the smoker should suffer, which would encourage him to quit smoking. But smokers turned out to be more cunning. But, according to a survey by VTsIOM, 37% of passengers personally encountered violators of the smoking ban on airport premises. It turns out that the ban does not protect against smoke (the smoking room stinks, but non-smokers do not go there), but, on the contrary, leads to non-smokers breathing smoke. Of course, you can put a policeman in each toilet stall, but why is he needed at all?

Airports support the bill. As the press service of Pulkovo Airport commented, the return of smoking rooms will effectively solve the problem of unauthorized smoking in the terminal building: “We support the return of smoking areas to airports, provided that such areas will be specially equipped to be comfortable for smokers and not create inconvenience for non-smokers passengers. The presence of special smoking areas equipped with appropriate ventilation is a common global practice at all major airports in the world.
In this way, it will be possible to maintain a balance between the interests of passengers and avoid the inconvenience that smokers inevitably face now. In addition, this will effectively solve the problem of unauthorized smoking in toilets. Pulkovo is now equipped with outdoor smoking areas at a distance of 15 m from the entrance to the terminal, as required by law. If the legislative framework changes, we will adapt the airport infrastructure.”

The first among Russian airports to come up with a proposal to return smoking rooms to closed areas of the airport for the benefit of all categories of passengers was Sheremetyevo Airport, which back in May 2015 initiated public hearings on the basis of the Public Chamber of the Russian Federation with the involvement of experts from the Ministry of Health, the Ministry of Transport, representatives of anti-tobacco and tobacco coalitions. During the same period, an all-Russian study was conducted by VTsIOM, the results of which showed that “the vast majority of air passengers surveyed (84%) agree that special smoking areas should be organized at Russian airports.”

“We share the concern of society, support the measures taken by the state to combat smoking and strive to protect non-smokers and, especially the younger generation, women and children, from tobacco smoke. But! The fight against smoking in public places should be carried out taking into account the provision of equivalent comfortable conditions for all categories of citizens. Airports are a specific object of transport infrastructure in which passengers, having gone through the necessary pre-flight formalities, find themselves in the so-called. “clean zone”, from which they are not able to leave before the flight. Transit and transfer passengers find themselves in the same situation, for whom, in some cases, staying in the “clean zone” of the airport turns out to be many hours and there is no alternative. Flying and waiting for a flight is an increased stress for the passenger. Due to this discomfort, a number of passengers commit violations and use toilets intended for other purposes for smoking. We daily record cases of smoke in toilets and mother and child rooms, and notify the police authorities. This not only makes staying in these rooms unbearable for non-smoking passengers and women with children, but is also related to fire safety. As a result, we record thousands of complaints from passengers about smoke in the toilets and discomfort,” comments Anna Zakharenkova, Director of Public Relations at Sheremetyevo Airport.

Sheremetyevo Airport has already presented the concept and standards of smoking rooms in “clean zones”. According to the project, smoking rooms must be isolated from all areas associated with serving passengers, have opaque walls, and be equipped with modern powerful ventilation systems. It is also important to include information about the dangers of this habit and the possibilities of rehabilitation.

However, the fact that a bill has been introduced does not mean anything. Similar initiatives have already taken place before, but none of them has yet been supported by the State Duma.
